If you can repeat the problem with videos you're willing to share, it would be good to see if we can figure out which of these is going on. Something else may be going on that I'm not thinking of.The desktop and the phone can use different playback formats, so even when the desktop works fine, the phone may be different. It may be that the processing step for other resolutions failed.(We're working on improving this, but it is the way the world works today.) Generally, I wouldn't expect this to affect 4 low popularity videos on the same channel differently, but it might depending how many times you've clicked on them. For videos with very low viewcount on unpopular channels, we use a different processing style which may cause videos not be available in all resolutions.
